ADMINISTRATIVE ORDER NO. 8.1201
IN RE: SHERRY HURLBERT

 

It has come to the Court's attention that SHERRY HURLBERT, a parent involved in a termination of parental rights proceedings, has engaged in activity that raises concerns for the safety of Judge Larry G. Turner, Circuit Judge, who presided at the termination of parental rights trial.
On July 29, 1998, Judge Turner received a written memorandum which contained the following statement: "I am not though with you yet. You can bet your life on it." Although the memorandum was not signed, handwriting on the memorandum matches exactly with the handwriting of Sherry Hurlbert in other letters and correspondence addressed by her to various judges. The Court file reflects enough correspondence from Sherry Hurlbert which matches the handwriting on the memorandum to Judge Turner to give a reasonable belief that Sherry Hurlbert is responsible for the memorandum to Judge Turner.
Although the memorandum does not directly threaten physical harm, that possibility cannot be ruled out. In addition to the memorandum to Judge Turner, Ms. Hurlbert may also be responsible for threatening and inappropriate correspondence to all Children and Family Service workers involved in her case, and to two private doctors who testified in her case. All matters concerning this correspondence, have been turned over to the Alachua County Sheriff's Office for investigation.
In order to ensure the safety of Judge Turner, and all other personnel in the Alachua County Courthouse the following instructions shall be followed when and if SHERRY HURLBERT appears in the Alachua County Courthouse:
1. Security personnel will determine from Ms. Hurlbert what her purpose or business for being in the Alachua County Courthouse. If it is determined that SHERRY HURLBERT has a legitimate reason for being in the Alachua County Courthouse, she will be escorted to the place where her business is to take place. The escort will remain with Ms. Hurlbert as long as she remains in the Alachua County Courthouse, and at the appropriate time, she will be escorted from the Alachua County Courthouse.
2. If SHERRY HURLBERT has no lawful business in the Courthouse she will be refused admission to the Courthouse.
3. If possible, SHERRY HURLBERT will be escorted by a female deputy.

4. Any and all other correspondence from SHERRY HURLBERT to any judge or other court personnel, shall be immediately delivered to the Alachua County Sheriff's Office for further investigation.
5. The Chief Judge shall be aware at all times of SHERRY HURLBERT's presence in the Alachua County Courthouse.
