No clerk or deputy clerk shall deliver to any sheriff, and no sheriff shall accept for service, any capias or warrant for the arrest of any person unless the amount of bail (or the direction that the person be held without bail) shall have first been endorsed thereon by one of the Judges of this Court, or a County Judge of appropriate jurisdiction, or by the Clerk at the direction of the Court.
